User can not add listing

Just found another issue. 1 of my members can not add a listing. He had a free 30 day membership listing.
sold the item. But when he clicks on another membership package it says his account has been upgraded but when he clicks add listing or create listing this message appears

Submission Limit Reached

You have reached your membership submission limit. Please delete an existing listing or upgrade your membership.

user clicks on a free listing or free membership and the same thing happens.

Renew now option does not work either.

Any ideas?
