unable to see these these features

I have been simulating new user signups and posting jobs to see how the process works. some of the features below I found under language setup. I am not trying to change the language of the site, i just realized i haven’t seen some of the options on the member end of the website. some on please help me. is there some kind of update that needs to be done to see and use some of the features for the job board. trying to accept jobs and send infor mation back and forth as a elance or odesk would be able to. something is totally wrong, i need some help.
