TOS plugin the culprit?

Hi Mark,

I found that suddenly new registration was no longer possible. When the user hit the Continue button after filling in the form nothing happened. I turned off all my plugins and in turning them back on one by one found that the PP Terms of Service plugin seems to be the culprit. I think this started happening when I upgraded to WP 3.6.1 yesterday.
