Sign-up Email going to all users not just user that has signed up

    When a user creates an account then I want a standard signup email to go to the user confirming their username and password. I have created an email using the template in the email manager.

    However when I set it on by going to email_manager->signup emails-> welcome email -> signup email. This signup email sends to ALL USERS not just the user that has signed up.

    How do I get it to only go to the user who has signed up not every user on the database?
