Send email from Publish panel doesn't work

In the back end when editing a new listing as a draft, the Send email tool at the bottom of the Publish panel doesn’t seem to work.

If I select one of the emails I created from the drop down list, and then hover over the little envelope icon or the Send email label, the cursor changes to a hand, but when I click on either one, nothing seems to happen.

And if fact when I tested this as the recipient, I received nothing.

Can someone explain if/how this is supposed to work?
