P&P not being added to cart upon checkout

I’d just completed cosmetically setting up a shopperpress site and thought time to do a trial purchase, then found that the P&P was not being added to the basket upon checkout. I’ve tried everything, making sure the item was shippable, setting up region, setting up courier method, along with all relevant postage amounts, added another postage method, and again added all relevant amounts, still nothing.

Thinking that some plugin I’d installed had effected it, did a completely fresh install, lossing many hrs of work, still same result, no P&P being added to cart

Pulling hair out here…any ideas?

Forgot to add, I have ‘enabled’ country shipping, and when revisiting the setup page the fields do re-populate themselves with the saved amounts, they just wont appear in checkout total
