Mobile media insert file

I am currently trying to make my website as mobile friendly as possible. With so many apps out there its a little hard to compete. I notice that when a user wants to upload a picture file on their mobile phone. It does not pull up an option for the gallery . I was wondering if there is a way to fix this or is this just something that happens with a mobile website. Current theme is 8.9 and I have only tested this on android.
