The last I read about it was back in September:

Until all old V8 themes have been upgraded to the new framework the V9 transfer tool will not be released, at the moment we still have the car dealer theme to upgrade and all of the old child themes.

If we’re lucky maybe something will be ready by Spring. Yes, it’s sad (IMHO).
