Make category required for new listings

I’m using the Auction Responsive Theme 5.4, and when users create an auction, the category has a red asterisk beside it in the Add Listing page. But users can create listings/auctions without actually choosing any category at all!

This seems like a bug; if its not, why is the red asterisk there and how can I make sure every auction is in at least one category???
