That’s going to be tough without making a child template. The top to elements are a panel then a row. The bottom elements are a row and then a panel. If you try to adjust one you are going to end up adjusting the other.

(ie)
<div class=”panel”>
<div class=”row”>

</div>
</div>

vs

<div class=”row”>
<div class=”panel”>

</div>
</div>

It is a child theme but that pointed me in the right direction, thank you!
<div class=”row”>

<div class=”panel panel-default”>

<ul class=”nav nav-tabs” id=”Tabs”>

<li class=”active”>{Description}

• {Details}
•
I deleted <div class=”row”> and the corresponding </div> tag and it seemed to do the trick, I probably broke something somewhere else I’m sure
<div class=”panel panel-default”>

<ul class=”nav nav-tabs” id=”Tabs”>

<li class=”active”>{Description}

• {Details}
•
It might break mobile alignment, but then you could just at the row class back in below the panel class. Then it would be identical to the top to divs.
