Listing Packages

I have several different Listing Packages with different prices starting at .50cents going all the way up to $2.50,

Now, when I try to select a Listing with a Visitor or a Registered account on my page that does not have a Free Listing Membership, the listing posts right away without it asking for it to be Paid to Go Live. What can I do in order to change it for Visitors or Members to pay for the Package first before it goes Live.
