Country Rate Shipping unclear

I’ve been trying to set up Country Rate Shipping, i’ve added a Region “Australia” then applied a rate of $7.95 i understand that this rate is per item. I’ve selected ‘yes’ to ‘Add Shipping Charges”. If you have a look at the checkout, its charging $23.85 and not $7.95 (see attached)
Also how does “Select Method” work? I also played around with this but nothing added up, where can i find manual or info on how this feature works?
