Discount Codes for Listing & Membership Packages

I thought I saw this someplace, perhaps I’m mistaken…

I want to offer a discount code to a particular group who belong to the local chamber of commerce and downtown association which basically makes their fees for adding a listing $0.00 is this possible? This code would only be available to these groups and we verify membership before publishing their coupon/deal or offer.

Can this be done?
