Problem with order process

Hello,
I’ve created a directory website with two packages. On both of them order does not going to my paypal for some reason. Instead,m it creating a pending member and If I change it to “active” it just makes them a members without payment. What am I doing wrong?
And, as many people reported it already, pagination for categories doesn’t work. Second page shows Error 404 – Page Not Found.
