lisitng package and membership not working

Hi, i had a previous post like this, where the problem was solved but cant see the post now. the problem came back! i have private and dealer membership where dealers can have 500 listing from the listing package and private sellers can have only one listing. i have selected each membership package to the listing package and “Max. number of listings” to 500. but every time i upload a listing it goes on pending section and ask for payment. But the concept was each dealer member can have 500 listing but why is it asking for payments now it was not like this before?
