The Toolbox Views Counter

At the moment, the toolbox views counter increments every time the page is refreshed. This allows a listing owner to view their listing and press the F5 button as many times as they like to increase their listing views counter. Thus making their listing appear to be more popular than it really is.

I would like to see the views counter only increment once every 30 minutes per visitor. Why 30 minutes? It’s long enough that it would be silly to wait around to refresh the page to increment your own counter, and short enough that if a genuine visitor comes back to view the listing again, their new view is counted.
