Best theme for a city website

Hi,
Years ago I remade our city’s website they needed a new design but I had to put all the old info in it. I had recently come out of the hospital and it looks terrible. But they wanted it ASAP https://ravenswoodwv.org, I had elegant themes for awhile but they were overkill.

I would like a new theme as I haven’t been charging them only for yearly hosting they were supposed to keep up the site but they haven’t. I’m now on SSI and have the time to work on the site.

Would one of the themes work for this site? I have them all (with the exception of the community/dating site which may have come with my package when I ordered) but it doesn’t look as though it’s going to be ready for a while is there a demo of it yet?

Is it something that can be used for a town website? There is no need for registration or anything like that. I just would like something that calendars can be added to and general information, but simple to use if they decided to actually update the site.

Any help would be appreciated, and Mark if you have other themes that are not listed on this site I would be happy to look at those too.
