Winner E-mail Sent but Reserve Price Not Met

    I ran a test in which I purposely allowed an auction to end without the reserve price being met.

    However, a winning e-mail was sent to the highest bidder even though they can not purchase the item.

    Is this a bug? Perhaps I can just turn off this e-mail notification as a workaround but I would still like to notify actual auction winners.
