Users add listing conformation email

Signup as a user to add a listing i realize that the listing will go live without a conformation email for the user to at-least confirm who they are or whom they might be like most site on the web do today; i look in email setup, systems emails but there was no option before the welcome email. Even if this is set as pending review this would not be a wise decision for admin because it would be too time consuming to go through a bunch of emails to approve or disapprove everyone on an hourly or daily basis.

I believe a conformation email usually comes before the welcome email and i would like to know if this can be added by admin or would it have to be done by PP team? Would like to know also what is “Message System, new message? Cannot recall seeing this option mention in the video
