Upgrade Packages for Listing Enhancements

I made a package that people can use to add enhancements to their listing (ie. if they change their mind and decide they want an enhancement). It is showing in the Upgrade Options when a member edits their listing, but when you select it there is no way to add the enhancements. If someone creates a new listing the enhancements are being displayed in the left column, but if someone wants to upgrade, the enhancements are not being displayed in the left column. Is this a bug?
