"Upgrade Options" not working

    I have two sites created with DT.

    On one the “Upgrade Options” works perfectly when a user is logged in. There is a drop down menu that allows the user to chose a higher priced package.

    On the other site the text “Upgrade Options” appears, but there is no functionality, no drop down and nothing happens if a user tries to click on it.

    I will attach screenshots to demonstrate.

    I cannot figure out what setting I might have that is different on one site from the other.

    Disabling plugins does not help.
