Trick to get Fullwidth Elements BELOW Inline Elements

My home page is fairly long and the content in the inline element goes on far below what is in the sidebar, leaving a lot of empty space

I’ve added a Bottom Element, but of course when I make it full-width it moves up toward the top of the page.

Any ideas on what might be tweaked to allow full-width elements, set just above the footer?
