Top of Category rotation

I am having a problem with the top of category rotation.
1) it is too fast to read through all of them before they rotate.
2) the regular listing, below the rotation, are moving up and down as the TOC listings rotate, making it impossible to read them.

Is there a way to fix this? 1) slow down the rotation 2) maybe make the rotation area a fixed height or other idea?
