state search linked problem

hi
in my search box i have :
1)country search user list
2)state search linked

does the “state search linked” means its linked to the user country and will show me just states
that my members are from and not empty ones?
because its show me states that are empty (no users from those state )

how do i change that ?
i want only states that are linked to the user (state that user come from )
no empty ones
