Sort by location, then category?

I understand it is not possible to sort by more than one way, but is it possible to sort by location (city) first and then category?

This would be for local businesses, so example is that local businesses in different cities could post their coupons. Users could sort by their city, then category, to see coupons in their city?
For instance, if I wanted to search for flowers and candy in Orlando, I could select ‘orlando’ first, then search category ‘flowers’ to find flower shops.
