Search by State and custom fields issue

I am having such an issue for the Advanced Search widgets.

I would like people to search / result by. eg. State OR custom field 1 OR custom field 2.

From what i can test and lots of headache i can work out that the results only return when there is a criteria in eg. this state, this custom field 1 and custom fields 2.

So question is.. how i can get some sort of search results for “OR” …. ?

eg.scenario 1- from NSW state= everyone from nsw state
sceanario 2- eveyone who uses this brand – (not necessarily) from a particular state.
