Reserved Price AuctionPres

As a vendor i can put in a reserved price what i want for the selling item.
But if i set a reserved price for lets say 50 and someone bids 55 he only has to pay 50.
Why?
Can i change this?
Also is there a possibility that you see what other users bid for the item?
On other auction site you see:
Starting price (example) 10
Minimal bid +2 (so your next offer must be 12)
A list of users who has bid and what the have bid.

Now you see the highest bidder but not what he has bid.
And if i bid over the reserved price the system says that your bid will be adapted to the reserved price.
