Remove 'Create Listing' option from List Your Business

Hi!
I want to have control over the listings and don’t want users to be able to add their own.
On the ‘List your Business’ page, underc each type of listing, is a button ‘create listing’

I have switched off the option ‘user upload’ in the listings part but it’s stil there

Does anyon know how to remove it? I’ll try CSS but is there another way?!
