Register then pay

I would like to know if when a person registers their business to then be taken to the area to complete all the details of their business and then when click on Submit to be taken to paypal for payment.
Currently I am getting the following:
1. Person registers and then does nothing, leaving me with hundreds of users with no listing.
2. Person completes the business details and then it sits there as pending as they don’t have to go through to the payment section.

Am i missing something or is this the way the theme is set up.
I would prefer that they don’t do anything if they are not going to go through with it.
