premium listing do not request payment – bug ??

While trying to make a paypal payment test, I realized that If the listing package adds that ‘premium listing’ stick on the listing (i’m not sure which listing enhancement does that – once I disabled options: front page exposure,highlight listing and top of category, the pay option did came back to the listing owner.

When this happens, it says a message like ‘the listing is waiting for admin moderation’, instead of the message about ‘waiting payment’.

I’m confused, is that supposed to happen?
