PHP 5.3.3 wont upload CSV file, thrown errors

I just checked the error message on line 169 wlt_csv.php:

Warning: copy() [function.copy]: open_basedir restriction in effect. File() is not within the allowed path(s): (/home/vhosts/coupons.guru/:/tmp/) in /home/vhosts/coupons.guru/prod/couponsguru/wp-content/plugins/wlt_csv/wlt_csv.php on line 169

Is this something i need to enable from the backend i.e grant access to temp folder or talk to my hosting provider to upgrade 5.4+?
