Notify Listing Owners

Hi,
This is in reference with a site called http://www.justdial.com wherein there is a feature which notify the listing owners through a sms and mail that someone searched about your category. This is done through a popup which asks for the visitors phone no. and sms when he searches a category and when he fills it the listing owners get a sms and mail. They can then contact the visitor and offer deal.
Is there a way we can incorporate this feature in DP through a plugin or custom changes in files.
