Menu not displaying on mobile devices

not sure if there is a setting I can’t find… but looking at site using mobile emulator the top navigation menu simply disappears instead of converting to the typical bars menu

I read old thread about ‘enabling responsive’ but not sure what that means or if it is even applicable.

Classifieds Theme > Blue child theme

any ideas on why not displaying (without having to look at the site)?
