making directory lisitng global and not one specific location

i am reating a directory of suppliers to yachta round globe.. i want people to be able to find nearet supplier to their location but how do i set a supplier so that they deliver anywhere? eg if supplier is based in rotterdam in holland and person using site to find a supplier is on cannes in france how can i make the site pick up this supplier if they do in fact deliver to cannes in france.. thanks!!
