Make Payment Button does not show popup

    When I click the make payment button on a new listing with positive value as a non-admin user, the dialog box flashes and goes away, it does not stay up to make the payment.

    Any suggestions?

    I was able to get a quick screenshot of how it shows then fades within a second.
