Insert shortcode in a URL

Hello ! I would like to insert a shortcode [TITLE] in a URL.

But when I test:

[code title=””]https://www.example.com/[TITLE]/[/code]

The URL is broken because the shortcode display the css style:

[code title=””]https://www.example.com/<span class “wlt_shortcode_mylink> mytitle </ span> /[/code]

What is the best solution?
