I want to set up a "free" directory site

As I said in the title, I want to set up a “free” directory site. “Membership Packages” function may be a useful thing, but I don’t need it. So, how can I remove this function? An author can make his listings easer. He doesn’t have to sign up any listing packages. How can I do this? Thanks in advance.
