HOW TO: TopMenu Bar Like Ebay's

Newbie here! Can someone please help me step by step know how to create a top menu bar similar to Ebay’s? I have the blue shopper child theme. I BELIEVE this theme is RESPONSIVE. right? I finally figured out how to create a top menu bar, but it is way on TOP of the logo area…and only shows up on my computer but NOT on my mobile. No menu at all is showing up on my mobile. I want it positioned below the logo and thinner plus smaller script, to be as similar to Ebay’s design as possible…including the subdirectories. I just started my website which will be an affiliate shop with Amazon, Ebay etc products.
