How do you do Free listings

I do not get the free listing box when creating a membership package

I need to be able to just add in the Listing Manager, not for the front end

I created a listing package called; Adoption. Made it a hidden listing package.

Create a Membership package to use to add listings through the backend.

Can’t find free listings settings anywhere

Just need to know how to add a way for the admin to add free listings
