How add a little line of custom text at top of Submissions page?

I want to include some how-to instructions on the Submissions page. I’ll do that in the Packages > Bottom Text box. No problem.

But all that info is below the fold and likely to be unseen by some users. So on a line right underneath
“Listing Packages / Prices
Select a package below:”
I would like to simply add “Scroll down for instructions” or something similar.

Where do I go to add that?
