Getting The Comment Box Back During Checkout

Hi Ya’ll
I am needing to put back the comment box that was titled Comments About Your Order in Ver 7 in the new responsive shop theme. I tried support and this is the help I got.

You need to edit the theme file to do this. Please check the file: tpl-checkout.php

Not much help to me anyway. We customize our products and without this feature I can’t use the theme. Also I am having issues with Ver 7 and the new WP 3.8 and have use the patch post here so I had to go back in time. Please any help would be greatly appreciated Thanks In Advance
