Geo-targeting Banner Ads

for premium listing plans, i’d like to target banner ads like the following:

1. if someone does a search for businesses in your area, then banner ads from listers from that area are displayed (so long as lister has subscribed to a premium plan)

2. if lister has premium plan, then lister could choose where else their banner ad should display. for example, lister wants their ad to display when visitor searches for businesses in Canada, even if lister might be from a country other than Canada

is the above possible at all?
