Edit the Add/Submit template

hi, I inherited this site, and someone else had made revisions. I want to remove some stuff from the the top of my packages list page, but cannot find where to do this. Can someone help? The page is https://dev.thejerseylist.com/submit/

I want to remove the green image and text at the top of this page. As well as the colors of the packages boxes. I think I know where to make the color changes, but cannot find where to edit the top of the page.
