Designing

I have created a design in photoshop.

I have made a nice header which includes – social icons, logo and links for the website.

Can someone please tell me what to do, that is implement it into a website – would I use the plugin page builder/editor on the New pages section?

Do I just import the sliced photoshop file images to the page builder? If i do it this way – when I re-size my site – The images will shrink with the browser, is this right?

Or do I design using a different approach?
