Defining service areas

I am setting a directory for Handy Man service and repairs. Therefor they come to the users home instead of setting fixed address of the business.

We are wanting to sell the listings to the handymen for the area they want to serve. Is there a way to create service areas and assign those to Listing Packages? And how do we define those areas? Ideally I would like to create an area like downtown Phoenix and assign the zip codes that define that area. But can’t figure out how to set this up.

Any ideas? Is this possible?
