Claimed Listings to Basic Listings

I have imported over 70,000 listings into my new directory using the CSV import tool. By default it would appear that they are not assigned a package. When someone claims the listing they continue to not have an assigned package and in the Upgrade Options box the user only sees options for paid listings packages. The basic package is not an option they can select.

This is causing a few issues for me. I would like it if any claimed listing would be set to the Basic/Free listing package by default or at least have it as an option.

A second best solution would be to take all the imported and non-claimed listings and somehow assign them to the basic/free package (not ideal but would potentially work for me).

Any tips or suggestions would be greatly appreciated!
