Claim Listing

Hi,

Before anyone can claim a listing, and to ensure that it is THEIR listing, is there a way to validate them first BEFORE the listing is actually assigned to them?

i.e. same email address as listing domain

Otherwise, the world and his dog will claim it thus Admin will have no control over it?
