Can admin create new members and activate them without pay feature

I am trying to set up an account for a user to post 30 coupons or less without giving them admin access and not running thru billing pages. is it possible to manually set up users and members from my admin login.
i know this seems like a stupid question, but each time i try a package has to be chosen and paid for unless i make it free.
