Job seekers can list job- more issues

Hello
I have a few issues that need to be addressed:
1- How to prevent Job seekers from posting jobs? ( I was able to post a job as a Job seeker- this is a major breach)
2- All users are subscriber by default> How to change that? ( plugins?)
3- I must add audio upload for Job seekers ( Recruiters have that option) This is a very important part. ( plugins?)
