Time Errors

I’m experiencing some strange behavior with time on my site.

1) I’ve tried 2 different forum plugins, DW and Anspress. As soon as a user posts, it says “asked 2 hours ago”. I’ve deactivated all other plugins. The only thing that worked with the forums was using the default Twenty Twelve theme. Someone from PP support tried a fresh install of AnsPress and didn’t have any errors with time. Does anyone have any idea what could be causing this problem? (The WordPress time settings is accurate.)

2) The author page of one user says joined August 2, 2015 10:55 pm. From the admin email I receive, which uses the shortcode for user registered, it says August 3, 2015 12:00 am. And it is always 12.00 am. The date and time shortcodes in the admin email give me 2015-08-03 12:55:11 AM for this same user.
